I recently met a designer, she also does web designer. But she is free lance , so let me know if you are interested. Not too sure about her quotation though

Online can search (some company show their pricing). Gumtree sometimes will also show freelance website designer. For cheaper prices, freelance might be more possible.

Just do a simple search and many will pop up. Look for freelance if you want cheaper option

Also depending on the type of functionality that you want. If its e-commerce, sales or a graphics-heavy site, a more dynamic design offerred by Wix, Joomla and Weebly might be better. Assuming you are only considering free options.
