Have you asked SEAB/MOE if they can allow you to take the old syllabus papers at a JC/MI which is still holding them? The old syllabus is still listed under "school candidates" so they should still be held somewhere. Since yours is a special case, they may have some way to help you. No harm asking.

I have emailed to SEAB and gotten a reply that I have to take the new syllabus.
What worries the most is the chem/physics practical since I have no place to practice

What about your previous JC? Would any of the teachers be willing to give you a crash course and let you use the labs for practice? You can also try approaching some of the tuition places and see if they can help you (for a fee!). They probably won't have something already set up just for practicals, but they might be willing to arrange something for you on an ad hoc basis.

For Science practicals, check out Singapore Institute of Science at Serangoon Road (near Boon Keng MRT). You can call them at 62986420 and go check them out.

I enrolled my girl there last year when I felt that her school did not give the students sufficient lab time. The teachers there are experienced and they have proper lab facilities (e.g. full chem lab and physics lab). I tried checking around but I think they are the only centre with a license to operate a full science lab. They had been around for decades and most of the tutors are former science teachers. They conduct regular classes for private candidates and other students needing tuition. Although the exterior is a little run-down, the teachers are really knowledgeble. In fact, last year the tutor tested my girl on electricity (physics) and a similar question came out in last year's O-levels.
