called the school to clarify. Seems that HCL is offered to students who are better in Chinese. There is still express Chinese for students who did not opt for HCL.

I think it applies to many schools that only the ones who are good at Chinese would opt for HCL.

It is also affiliated to Nanyang Junior College which is now almost comparable to NJC ( according to latest 2016 'A' Level Results) and Top 5-6th ranked JC after RI, HCI, VJC , Dunman High.
