      See my post above. Last place in the school will be allocated based on merit, followed by citizenship, followed by gross aggregate score and if all else fails, balloting. Based on the information from MOE, placement of choice is not mentioned at all. So theoretically, yes, all will be balloted if there's no tie breaker before the balloting stage.


      Take this scenerio, the school have 50 places left and now there are 200 students with COP 10 vying for the 50 places.

      60 placed this JC as first choice, 40 as second choice, 40 as third choice and the remainder on lower choices.

      Does it mean that all these 200 ( all things being equal), will be put into a ballot for the remaining 50 places ?

      or will the ballot be only conducted for the 60 that placed the college as first choice ?

                  Nope. H2s H1s GP PW are the most important.
                  I can cite many egs of Cs and D7, even those who took CL(B) in Med, Law, Dentistry n on overseas scholarships.
