Question: what happens if I end up failing in Phase 2C? can I still apply to Henry Park as Alumni? And what are chances of getting in then? Can I “appeal” as an Alumni? (I really don’t want end up send my children to school of not my choice.) thanks in advance for your advice!
Appealing to HPPS/SCGS is not guaranteed and solely at the discretion of the school unfortunately. You may expect to wait till P3 or P4 until places open up. -

Alumni is Phase 2A, which is before some other people (Phase 2B), and those with no connections (Phase 2C).
The phases work linearly, i.e. one before the other.
If you pass up the chance for Phase 2A and gun for Phase 2C, and somehow failed to meet the target, you move on to Phase 2Cs. There is no turning back the clock to the alumni phase. You can always wait list but an opening will depend on someone else giving up his / her place and also how high your priority is in the wait list.
Thanks Floppy for your advice! On one hand its indeed a risk.. on the other, when I think about HP being non affiliated, I worry.. -

Anybody may appeal to any primary school in Singapore that they like, of course. There is nothing against that. Every appeal is assessed on a case by case basis.
Best to stick with your guaranteed seat at HPPS. At least it is already one of the top schools. Many would kill to be in your situation IMO. -

I’m currently staying at TPY, bought a place at Redhill which will only TOP in June 2021. My girl is registering next year and according to MOE ruling, I can only use my new address for the registration if it TOP within 2 years . But according to the date above, it is 2.5 years .
Does any parent know if I can appeal to MOE or can I apply for a transfer to the school at Redhill after admitting her into the tpy primary school?

It’s generally easier to apply to the school during P1 registration compared to transfer as transfer has many uncontrollable issues, especially if the school is popular, like availability of vacancy.

You should write in to MOE to clarify as it should be based on date to registration to TOP like galaxyraider said - which means you are within the ballpark. -

I thought there was a similar case (2014?) and the Dad ended up sent to jail and the girl needed to be transferred out from the choice primary school. -
Yes maximum penalty has jail time. And child will be transferred out.
