      There are also indirect punishments to the parents and child too. There will be mental stresses to both the parents and child whether they will be jailed during the police investigation. It took many months for the police to investigate and their life style will be affected during this period. It will also impact their careers especially for civil servant. No mood to work or study during the investigation period.


      The mental stress and such is much more than money. It is not worth it doing that.
      The day when the couple decided to cheat, they should have expected such a punishment should they be caught

        We are in year 2018 and yet we are still talking about a case which happened back in 2014? Wow, it takes so many years to fine someone $5K?


        If nothing else, this incident shows that the probability of being found cheating is extremely low.

        $5K to the mum for providing false infor to civil servant and $4K to the Dad for giving false address at NPP. To me, it is cheaper and more convenient than to relocate the whole family to a rented unit for 30months or to be a PV for 2 years.

        Like what phttph mentioned earlier, when money can solve a problem, it is no longer a problem.

        When the price to pay for cheating is low and the probability of being found out is extremely low, it does not deter parents from cheating. In fact there is a perverse incentive that favors cheating as the alternatives are most costly and requires more efforts. I hope MOE can have a more pro-active approach in detecting such fake registration address cheating incidents (new Smart Nation initiative, anyone?) so as to deter future parents from cheating.
        Recall reading from one of the news article that the VP reported this when the child entered P1, but they didn't transfer the child out pending case being heard in court. A bit curious why the child was allowed to carry on. Perhaps it's cos the parents own the unit at Bishan too, just they didn't stay there. Unless more details available, we can only imagine what went on.

        I would agree that this 9K is likely nothing to the family. I was told before in parts of Europe, if you speed, the fine is based on your income...therefore even the rich also try not to speed (or get caught). If the same were applied, eg fine based on percentage of the family's wealth or income, would there be a lesser inclination towards this route?

          this case happened few years back and 1) it is only mentioned now 2) fined $9K only?

          this is ridiculous! if the child is not transferred out, then it’s even more ridiculous.
          he/she will feel that it is right to lie and at most get fined. if the child has to be transferred, it is because of his/her parents’ fault.

            One article mentioned that long time ago, the max possible fine was only $1k. And they raised it subsequently. So there is a precedent for increasing the penalty.


            Perhaps, in future the penalty calculation should be more than the cheapest 2BR rental x 30 months?

              In this particular case, the ministry said it will decide on the \"best course of action\" for the student \"at a later stage\", as the parents have 14 days to appeal against their sentences.

                  If the child is not transferred out, will encourage other parents to do the same. Yes, please transfer the child out.


                  Anyway, if I am the parent, also paiseh to let my child stay on. The child also paiseh right??

                    Well, they CAN appeal. I doubt they will, though.
                    From the article, I'm guessing that MOE will wait for the 14 days to lapse then see if there is an appeal before taking the next step. Otherwise, if they transfer the kid out and the appeal happens to succeed... then transfer back in?

                      I’m guessing either Catholic High or Aitong. The previous case (with jail time for the father) was MGS I believe.
                      Do you all notice those cheating case are usually related to Affliated schools like MGS, SCGS, Nanyang (girls are affliated to NYGH)?

                      these popular schools have detectives and their \"secret agents\" network working quietly in the background on how to fish out P1 suspects (parents), particularly from those who registered under Phase 2C, balloted under less than 1 km, of popular schools in demand.

                      so parents who pre-mediated cheating, through lies to policemen, lies to Moe / school authority, who intentionally, boldly self-test the extent of efficiency of this \"detectives / secret-service agents (school policemen) installed\" system, ought to be mentally prepared for embarassing consequences, the moment they get caught.

                      eg
                      the parents' faces can become centre-spread of focussed attention in newspapers, if they get caught.
                      their colleagues, bosses, relatives, friends, neighbours will know who they are, once they become national news on paper.

                      there's a Chinese saying :-
                      min zhi zhong you yi tian hui bei zua dao, na you he bi dang chu ?

                        if girl, is Ai Tong
                        if boy, can be either Catholic high or Ai tong

                        newspaper mentioned VP discovered wrong address when kid was in P1, why still let kid remain in school until now P3 ? More than 2 years already, still there. strange, isnt it ?

                        is the kid of Gep quality, so the delay let kid remain there, until p3 Gep tests over ... ?

                        the risk is $ 9k. For these rich parents staying in a bungalow in Serangoon garden, worth it ?

                        20 years from today, when kid grow up, get married, kid can use back old report card to get his / her children admitted under Phase 2A (1), alumni phase, into this prestigous, popular, hot-in-demand school, one more time.
                        after all, his / her report card proved evidence that this kid had studied in this school, for 3 years already ...

                        so, 9k is definitely worthwhile
                        Why ?

                        because if u spread out 9k over 6 years (p1 to p6), over total 48 months, how much are you paying per month ?

                        $ 187.50

                        compare this to those who rent house over 30 months period ...
