I have fellow alumni friends who went thru balloting that fateful year and their daughters managed to get in. Plenty of alumni friends who live outside 2km and cannot move house are all naturally worried, ever since that year happened.Every batch of Primary 1 admission differs, so nobody as of today (2018) will be able to know ahead in advance or fortell the future ahead whether or not there will be any balloting at Phase 2A1, come your daughter's time (born in horse year) due for P1 admission, in due time.
Refering to past years' P1 admission enrolment statistics found on our school website, in year 2015, Phase 2A1 (alumni) balloting was conducted : whereby 73 tense (parents and their K2 daughters) staying outside 2 km, balloted for 68 available places, refer :-

As for nobody being able to tell, I strongly beg to differ. The alumni association has the contact details of all the official members. How hard can it be to send out a simple Google form for people to fill up any daughters’ year of birth? It’s a matter of whether they want to implement it or not. Alumni who have a stake, u deserve to know, so pls make your membership fee worth it & feedback for it.
I unfortunately have no daughters, otherwise I’d be joining 2A1 and making noise. -

you are correct, in saying that If the SNGPS Head of Alumni association Officer in charge is willing to divulge the official Total number of parents enrolled under Phase 2A (1) alumni to all the registered alumni members, because there is a certain closing date line to adhere to or to register for Phase 2A (1) alumni. So, yes, this Total figure, can be known, way in advance, because of presence of closing date line. And provided this Officer in charge is willing to co operate & to divulge info, to all the alumni members (parents), those studied before, in ex Primary school as well as ex Secondary school section, because SNGPS is a full school.
But, we are not sure if this Officer is willing to divulge this important piece of info, in the first place, in case Principal of SNGPS do not allow or forbid her to divulge, for certain reasons. But, what if Officer refuse to divulge ? Then nobody know.
However, we won't be able to tell whether balloting in Phase 2A1 will arise or not, because we still need another crucial figure count, and that is : the Total number of students, enrolled under Phase 1 sibling, for that year of Primary 1 registration
When can one possibly get hold of, or able to lay hands on this vital siblings info, in advance ?
Only by the end of April or May, due for Registration in that year of registration, yes, then can obtain this figure.
Why must one need to wait so long, until end of April or May each year, then can get hold of this \"Number of siblings registered\" figure

because school will only issue out forms sometime in Term 2, to all parents, where students are currently enrolled, from level (P1 to P6), asking them whether got any sibling coming in next year, to study Primary 1. And parents must return the form to school, latest by end of April the. After that, school will tabulate info, by end of May, will compute this siblings figure.
After that, school must minus away 40 seats reserved, 20 seats each reserved for both Phase 2B plus another 20 placed aside for Phase 2C, then yes, can tell whether balloting in Phase 2A (1) will arise or not.
Suppose ok, balloting for Phase 2A (1) going to arise, for that particular year or batch. What's next ? This officer must go and inform all 2A (1) registered parents by end of May that \"Hey ! This year special case u know, we all alumni members jia lut, we are going to ballot at 2A (1), especially those staying outside 2 km, u know .... \"
Problem is :
from end of May to July, only just left 2 months, because p1 registration start in first week of July.
With only 2 months left, if you are a phase 2A (1) alumni parent staying outside 2 km, do u think got time to shift house, to less than 1 km, in order to avoid or bypass Phase 2A (1) balloting ? -

Those graduated whose younger sister want to apply are under phase 2A2 (balloting in one particular year as you pointed out, together with daughters of the staff - none of the alumni will be silly enough to use report book under 2A2).
Once the school has the potential numbers, they can do some calculations and then if applicants > places, they can suggest moving closer to the school. I believe deadline to join alumni association is 1 year before P1 registration. Sufficient time to move house if able to. At least people will be forewarned of possible balloting.
This is undoubtedly the top and foremost concern of all alumni with daughters. We all would love for our girls to go to our school, because we love it so much (unlike some other schools’ alumni who could be lukewarm). So why avoid this fact or even need to hide the numbers? I don’t see the issue at all. -

If indeed this is going to turn true one day, then school must make it such that the duties or role of those Phase 2A (1) alumni parents staying outside 2 km, must be clearly defined, clearly segregated and different, from that of Phase 2B Parent Volunteers.
Why ?
because we do not want any Phase 2B Parent Volunteer to have any chance on the ground to arise complaints that our Phase 2A (1) volunteers actually deprive them of clocking or chalking up hourly interval, hour by hour, by competing with them, for the same, identical exact role and duties.
Due to the enormous, huge number of parents coming from both the combined EX SNGS (Primary As well as Secondary) Section, who qualify to join under alumni membership (Phase 2A1) :
if the duties & volunteering job scope were to clash directly head-on with those of Phase 2B Parent Volunteers (only a small handful number of PVs), then PVs will have no bone to chew upon, when come to clocking up PV hours, one by one.
Whoever has been assigned, to lead this \"Task-force\" team of differentiating & identifying, separating out clearly the different roles & duties expected of Phase 2A (1) alumni members (both Sg citizenship as well as PRs included), staying beyond 2 km :
will face a challenging task, ahead.
Until & unless this challenging task has been overcome & executed well, otherwise, this talking stuff about Alumni members (Phase 2A1) outside 2 km being offered the opportunity to do PV work, continue to exists only as a rumour.
Yes, currently, our Phase 2A (1) alumni members also include PR s, as well, not just confined to Sg citizenship only, coming from both EX (Primary And Secondary) school section studied before / previously, because SNGS is a Full school and this Phase 2A (1) also accept PR children status. -

Regarding your first paragraph on timeline, as to when to be able to collect info about Total # of Phase 1 siblings coming in to join the school next year, bear in mind that this form can only be given out to students who must be Currently enrolled students in the school, from level P1 to P6.
School cannot give this form to any parent of K2 kindergarten kid yet , because these K2 girls have not officially joined our school yet as Primary 1 enrolled students yet, until the beginning of next year, January 201x.

All of us know that P1 Registration is due to start soon, in coming July 2018, right at the first week, for siblings (Phase 1), for 2019 Primary 1 intake.
So, when is the earliest in terms of time line, is our school able to tell or to know, in Total how many # of Phase 1 siblings, are actually coming in to join SNGS Primary 1 next year, on 2 January 2019 ?

When can our school issue these forms earliest, to parents of currently enrolled students (level P1 to P6)?
Answer :
only in the first Term of 2018 this year, if school want to change it to be earlier, because the current practice right now is that such forms are only issued out in Term 2, not Term 1.
But, whether our school eventually want to change our current practice, to issue out these forms much earlier in Term 1, instead of Term 2, is another different story.
Next question, is :-
can our school then issue these forms much earlier, so that we can collate back data earlier & compile earlier ?

Why not issue such forms last year instead, to all the parents of 2017 K2 kindergarten girls who have successfully registered into St Nick primary, after the entire P1 Registration was over, by the end of 2017 August ?
Answer :
At the moment, they didn't do this.
But going forward, if their mind not so fixated, if they want to change the current practice, most welcome !
Why currently didnt?
because these 2017 K2 kindergarten girls are not yet officially 2018 Primary 1 students of SNGS, yet. These girls have not officially started their Primary 1 school education journey yet, until come 2 January 2018, this year (after New year day count-down). Only then they officially become enrolled pupils of SNGPS.
Conclusion :
From end of August 2017, right after P1 reg exercise was entirely over, until end of Dec 2017, we are unable to attain info regarding Total # of Phase 1 siblings coming in the following year due for P1 registration.
In contrast, the 2nd number :
Total # of Phase 2A (1) alumni members -
is able to be known, latest by the closing date-line on 30 June 2017, that is, one year ahead in advance, before 1st week of July 2018 P1 Registration due to start, for 2019 P1 intake.
Thirdly ...
whether Principal of full school (SNGPS) is willing to divulge or not this 2nd number on Total # of Alumni members Phase 2A (1), she need to seek clearance nodding approval from her boss, MOE, first.
Once MOE give green light approval, then it open up the floor to all other primary schools as well, ie. those schools who happen to have alumni Phase 2A (1) association.
(Not all primary schools in Singapore have Phase 2A (1) Association)
Popular schools like Catholic High Junior, ACS Junior primary, ACS Barker primary, MGS primary, SCGS primary, Maris Stella primary, Nanyang primary, etc . with lots of Alumni members in their Phase 2A (1) membership category, will just as be equally excited, to lay hands on such info early, the earlier the better, for all 2A (1) members.
These 4 schools (Catholic High, Maris Stella, SCGS, MGS), being Full Schools, will have a lot of ex-students from both (Primary & Secondary) students Section, joining under their Phase 2A (1) alumni association.
These 2 other schools (ACS, Nanyang) :-
although Not Full Schools, but ACS being Affliated to Sec school, while Nanyang primary, where the Girls are Affliated to their Secondary (IP curriculum) with T-score 250 & above, are extremely popular, hence many clamouring to join their Phase 2A (1) alumni, as well.
Being cautious, why would Principal of SNGPS need to seek approval from MOE first, to release this Total # of 2A (1) figure, to all 2A (1) members ?
Reason being :-
We do not want to end up in a strange, unique situation whereby complaints from other schools start to arise or attack against us, like (eg) :
\"Why this St Nick so special treatment huh ? ... can release such important figure (number) to all her 2A (1) members jolly well one year ahead in advance of P1 registration, by end of pre-ceding year closing date, whereas other primary schools not allowed to ? After all, aren't the numbers supposed to be Transparent, for all to see \"? -

if there is any balloting for Phase 2A1 (alumni), Phase 2A2 (ex-students) or at Phase 2B Catholic church members / PV / Grassroot activity community leaders, or at Phase 2C less than 1 km - computerised
balloting will be held at MOE premises. No more manual balloting in school, anymore.
parents also no need to be there physically, at MOE premises, during computer balloting.
After balloting results are over, parents whose children had participated in balloting, will be notified : either in, or out.
Those who got balloted out : will proceed to the next Phase of P1 registration.
