Just to check Phase 2A1 + 2A2 is not combined correct?

E.g. After 2A1 = 40 vacancies left, @ 2A2 80 subscribe for the 40 vacancies. This means only 2A2 requires balloting and those in 2A1 not affected correct?

if phase 2A1 faces balloting, then phase 2A2 will be bypassed.
the 40 places are reserved for phase 2B and 2C (ie 20 vacancies each).
