Does the unfilled vacancies after 2A2 gets evenly distributed to 2B & 2C (over and above the reserved 20 respective seats) or it fully goes to 2C?

It is split 50% between 2B and 2C.
If it is not a round number, then 2B will get 1 more seat than 2C.

Thanks for the responses people. I doubt there will ever be a completely fair system but at least there is some transparency. It would be nice to get a breakdown of applications based on distances especially when it comes to a ballot so we can gauge the odds better, do MOE provide this information?

We got volunteer and spend time and effort one ok.

unfairness as in how some people manage to join the popular GRC by “connections” and cut short the length of service. Totally feel this GRL thingy should be scrapped.

Agree, shld be scrap if volunteering at grassroots is not purely to serve the community.
It'll be tougher to get volunteers then -
Assuming place is secured in Phase 2A1/2A2:
If you withdraw in Phase 2B, place goes to Phase 2C. That is because the number of vacancy for Phase 2B is known at the start of the Phase. It is unreasonable (or fair) to expect the number to change like stock market because there are some withdrawals during the Phase.
Likewise, if a place is secured in Phase 1, and withdrawn in Phase 2A2, extra places go to Phase 2B or 2C depending on the 50% split*.
*For 50% split of remaining places after Phase 2A2, if there is an odd number, the next Phase (i.e. 2B) will get the extra seat.
