Well 2B is only applicable for PV, clan/church of which HPPS is neither, or if you joined as grassroots, so PV seem most likely a reason to be eligible in the same phase.

You may need to plan for a back up option for Phase 2B, unless you are very certain that (PV + GRL) < 20.
May have to drop by the school a couple of hours before registration close and decide whether it's worth the risk. Given the number of choices available for a GRL, you should go for one that's bao jiak.
