Yes they can register as the TOP date is Q4 2019 for some of the project

Yes they can apply as long as their TOP is by Dec 2019 and they just need to fulfil the 30 mths staying.

i think its both. There are more new HDB projects up and ready thus more SG young families in the vicinity plus the super hot dragon year …
