Is this for sure for SC out of 2km?[/quote]Yes. As of today's registration, a total of 94 have registered for 82 vacancies.. and therefore, there will be balloting for SC staying outside of 2km.
But bear in mind that there are still 2 more days for phrase 2C, this might change if any SC staying outside of 2km decides to withdraw their registration forms.

As current, stands at 99 who registered to the 83 vacancies so all 99 are SCs? fingercross as mine lies out of 2km!
