Is this for sure for SC out of 2km?[/quote]Yes. As of today's registration, a total of 94 have registered for 82 vacancies.. and therefore, there will be balloting for SC staying outside of 2km.
But bear in mind that there are still 2 more days for phrase 2C, this might change if any SC staying outside of 2km decides to withdraw their registration forms. -

As current, stands at 99 who registered to the 83 vacancies so all 99 are SCs? fingercross as mine lies out of 2km!
