I'd encourage you to look at the MOE list of 'musical chairs' in which well-regarded Principals from well-regarded schools with proven track record are rotated to under-subscribed schools. You can look at 2016 and 2017 will do as their term is usually for 5 years.

For instance, the former P of NYPS is now helming Qihua Primary which has many vacancies left. Some scholars/high flyers from MOE HQ could also be posted to neighbourhood schools, e.g. Townsville Primary which also has many vacancies.
Some Ps from branded schools may bring along their wealth of experience/best practices (tested & proven in top schools)/network (vendors, consultants) to the newer/less popular schools. You may see some new programmes introduced, new rules, new opportunities (e.g. maybe P says let's groom some teachers in a niche area and take part in some national competition) which the previous P was not keen to take on.
Scholars/high flyers from HQ must be super proactive change agents, and many want to leave a track record/legacy before the next promotion.
Some Ps are less proactive as they don't want to rock the boat too much. -

If u notice the names of the students, seems like the bulk are Singaporean kids and racial mix seems in the same proportion as general SG population. -

In my experience, if u explain nicely with a valid reason, they will reveal the breakdown. But they don’t entertain kaypoh or rude asking style. -
BPC2012:
When I went down in person to the schools to register for Phase 2C, some schools do not reveal the exact numbers, but minimally all will tell you eg. 1-2km will require balloting (means all within 1km can get in) etc . Most of the schools however, are very willing to share the breakdown of the SC/PR by distance against the number of available vacancies so parents can have a clearer picture of your odds if balloting is required.Hi all, I’m a bit sotong. Listed above are all SK schools but yet BrieBee stated no Pri School < 1km left. Can't think of many, if any, estates / housing developments that fit that profile - the only likely place that I can triangulate is a few blocks / plots near Buangkok / YCK. However, that would mean YCKPS is within 1km (115 places left) and would be a wiser choice than the above 3 schools (due to super high demand within 1km from SK). -
