      Hi hi, I know it is hard but it is also not that one parent's fault, it is the system flaw I feel, having to put us through this very painful process. I can only comment that they should never allow PRs to register at phase 2C, PRs should only be given a chance at phase 2Cs.

      We were balloted out from the school right next to our house at phase 2C. The school of our choice now at phase 2Cs was already filled with PRs at phase 2C, and now we risk another round of balloting, even for SC!! So I guess most SC applicants at Phase 2Cs have their fair share of problems, sticky situations, etc.

      Most of the schools that have already been filled-up in earlier phases were balloted only by SCs. Last week, MOE published the balloting data of all primary schools during phase 2C (now taken down) which showed only SCs stood a chance to ballot for the vast majority of schools and only very few schools (none of which were SAP schools if I remembered correctly) could be balloted by PRs. Thus, most PRs do not even stand a chance to ballot anyway since they are given the lowest priority for each phase. Certainly, many PR friends know very well that there is 0 chance of getting into popular elite schools or neighbourhood schools that are in very populated areas, especially during the dragon year and won't even waste their 2C choices even if the kids will have to travel further away. So can't blame the PR with this system already in place.

        Plenty of schools are balloting for PRs in Phase 2C. Some of them are probably thankful that SCs are not considering these schools.

They would have secure the place at Springdale; and Pr will have 0 chance. So can’t just blame the Pr.[/quote]Another example is Palm View Primary, balloting for PRs only. If u are SC at any distance, can secure it easily at 2C. It’s a relatively new school with good reviews too.

          Kinda feel that there is no perfect system. No matter what system they use, there will be a group of people who will be unhappy. Instead of faulting the system, we only got to outplay it…

            The argument could also be made:
            Why didn't one apply for the next school of choice (for Phase 2CS) in Phase 2C? The PRs would have been bumped out regardless of where they stay, and one could avoid the balloting headache.

            I guess if a decision is made to ballot in Phase 2C, one has to be prepared for the eventual outcome.[/quote]Based on history, will 2CS be more 'peaceful' than 2C or 'worse'?
            In 2C, it's shocking how some schools can have applicants x3 - 5 more than available places for some heartland schools leading to many parents ending up in disappointment. Can't remember which schools...

              Yes PR can register at phase 2C, even at 2B if you do PV.

                      I recall Hong Wen being one such school as well. They had about 28 vacancies in 2C and almost 120 applicants this year. This is the school right across the road from my house and we didn't even bother trying. I can't live with odds like that. I told myself that 28 slots = slightly higher than my son's current K2 class. Imagine an entire radius of kids, both male and female, trying to get in? We took our chances elsewhere...

                        Yes… PR can register at phase 2B or 2C but they dun even get a chance to ballot at 2C only for that handful of PRs at abt 10 schs… at phase 2C, most balloting is for SCs…
                        so i think for this dragon yr, it doesnt matter when the PRs register coz at any phase SCs will still have priority…
