As you said, this is a question that has been asked several times before. Hence, MOE has kindly included this question in their FAQ:Cherry8081117:
I would like to ask a question which might be asked several times before.
If I have purchased a property (lets say everything is finalized in May 2019) and it is a property with tenant contract until Sep 2019.
Can I still use this address to register for P1 in 2C phase around July 2019? Is it a valid address? I will only be moving and living there maybe around end of 2019.

Sorry I don’t know the stats for this year.
But there is no difference in priority whether you are renting or own the place. Just make sure your rental contract ends no earlier than 30 months from date of registration (July 2019).

I am assuming you are referring to Phase 2C, balloting within 1 km for 2018 registration.
Vacancy was 53 and 78 registered, let's assume all registered are within 1km.
It will just get more difficult in coming years with Bidadari new estate and lots of other new condo nearby. -

Taken from MOE’s FAQ page. I have bolded the relevant parts for you:
Use of a Yet-to-be Completed Property
A copy of the original Sales and Purchase Agreement is required if the address of a yet-to-be completed private property is used for registration. The date of commitment by the developer in the Vacant Possession Date (VPD) has to be within two years of the child’s entry into Primary One.
In the case of a yet-to-be completed HDB flat, the 'New Flat' printout from My HDBPage is required. The Delivery Possession Date (DPD) of the flat has to be within two years of the child’s entry into Primary One.
Parents must undertake and move into the new property within two years of the child’s entry into Primary One.
How to retrieve the 'New Flat' printout from My HDBPage?
1. Log on to My HDBPage
2. Select 'My Flat', followed by 'Application Status' and 'New Flat'.
3. Print out the 'New Flat' page. -

I’m quite sure. This year’s registration both schools already balloting at <1km for 2C. Can’t be all due to Dragon year effect because St Andrews is not all Chinese boys.Scary

Prepare a backup school lor. Cedar Primary is the nearest backup. -
Is the balloting history updated for 2018 registration already?
