Dear Seniors
Please help. I have read some posted replies dated 2013 but not sure whether the policy has now changed.
Question: if my older girl is in St Nicholas Secondary school (but from non St Nic 9Primary) . Is my younger daughter eligible to apply P1 under phase 1? or phase 2a2? Or not eligible at all?
Thank you in advance -

Good question. Phase 1 is out as BOTH your children must be in the same school at the same time.:49

Phase 2A1 is also out as the parent must be an alumni of either Pri or Sec schools, not the child.
But your 1st DD will have priority in Phase 2A1 for St Nick's if she has a daughter! -

If the elder sister is an existing student at St Nicks Sec, the younger sister can join St Nicks Pri at Phase 1.:49

below is the reply, from MOE.
Although CHIJ St Nicholas is a full school (definition of a full school : ie. both the Primary and Secondary school Section, share the same school Principal, she is currently Mrs Fiona Tan today 2018), if your older daughter is currently still studying in the Secondary school section, by the time you register your younger daughter for P1 Registration in Year 20xx, your younger daughter will only qualify, under Phase ... 2A2. But, not under Phase 1.
Your younger daughter doesn't qualify under Phase 1 , unless your older daughter is currently still studying inside St Nick Primary school section, but not the Secondary school.
As you (parent) had never studied in St Nick ever before, thus, your younger daughter doesn't qualfiy under Phase 2A1, neither.
you may refer to info from MOE website : regarding (concerning) differences, between Phase 1 vs. Phase 2A2
https://www.moe.gov.sg/admissions/primary-one-registration/phases
any further queries, do contact MOE , for clarification
telephone : 687-2222-0
Do take note also that, in the event of balloting arise under Phase 2A1, the entire Phase 2A2 gets by-passed.
fyi
Balloting arose before during P1 registration, in past years (2015) as well as recently this year, July 2018

In the event of balloting arise in Phase 2A1, means all children under 2A2 cannot enter, as 2A2 gets by-passed.
Thus, please do prepare some other backup-schools in mind, under other Phases (2B and 2C). -

Hi. just want to know is it possible for a PR who live in 1km to successfully get into the school?

Not possible for any PR to enter under Phase 2B nor 2C, because
Phase 2B : All SC < 1 km, need to ballot,
Phase 2C : same as above (All SC < 1 km, also need to ballot)
The only guaranteed Phase which PRs can enter is ... Phase 1 (for sibling)
Under 2A1, eg. like this year (2018 P1 registration), balloting was conducted for SC,residing outside 2 km.
No PR could enter, whenever 2A1 balloting was conducted.

If your daughter cannot come into St Nick during 20xx Primary 1 registration, then only solution (alternative) is via ... Transfer. Transfer arise anytime from the end of Primary 2 onwards, up to end of Primary 4. Upper primary (P5 and P6) : No Transfer is allowed. -
