Hi, I have a question about HCL points. Just recently, I heard that in order to be able to use the points (+1, +2 and +3), the students need to be within TOP 30% of the entire PSLE cohort. Anyone knows what this means? Does it mean that if my child did well in HCL unfortunately not within TOP 30%, he will not be able to add these extra points for application to SAP school?

Reason I am asking is my younger child is not too strong in languages and it might be better off just taking Standard Chinese in P5 if the above is true.

Btw, there's a thread regarding HCL bonus points https://ksparents.com/kiasu/forum/viewtopic.php?f=48&t=28934

But there's no need to be overly troubled by the \"top 30%\", cos not all from this group will choose SAP school, right? 😛

I think what mylilgirl heard is the correct interpretation of MOE’s policy. If her daughter’s is not within TOP 30% of the entire PSLE cohort, even if her daughter got Distinction in HCL, she won’t be able to use the score for admission to SAP schools.
Assume Boy Boy’s Chinese is his weakest subject,

          Under current PSLE tscore:
          3A* + Chinese A, still can go RI/HCI

          Under AL Banding:
          3AL1 + Chinese AL 2 = 5 pointers

Either kena cut-off by 4 pointers or have to go balloting.

But hor, an A under current system could be either AL2 (85-89), AL3 (80-84), or AL4 (75-79) leh, so 3A* + Chinese A under current t score could still be 260 if A* very strong, but under new system high A* also no use, could end up 5, 6, or 7 pointers..... 😓

So instead of less pressure, the new AL banding will give parents more stress because parents must ensure that the child shouldn’t have any weak subject? All subjects must be strong?
Yeah...
\"He\" = former Principal of Xinmin Secondary School Goh Tong Pak
The new system does not have a great effect in reducing stress because students still have to focus on all (four primary school level) subjects. For example, he said that if a student scores over 85 marks for each subject, the four subjects would add up to 340 marks which under the new system, the student would have 8 points. But if two subjects scored 100 marks and the other two scored 70 marks, even though the full marks are also 340 marks, the total score would only be 12 points.

“In the end, you still have to work to do you best for all the subjects, and people would not stop “rushing (to get higher marks)” just because the system changed,”
          he said.

He also said that this might cause parents to focus more on Higher Chinese instead.

He added: “Even if the student scores 1 point for 3 subjects but does not score well for the 4th, the student still cannot go to a school.”
If top 10% is around 252, top 15.9% around 240 (one standard deviation) and mean is 200, my guess will be around 225.

I think rather than spend so much time in HCL, it is better to just take CL and spend more time on other subjects. The child may get 10 points higher than a miserable 3 points (maximum) which he/she may not be able to use it to apply for admission to SAP schools. JMHO

The new HCL textbooks are more challenging than previously, but also more practical, with closer to speech+natural expressions, which is a good thing. Example, P1 vocabulary: 实物投影仪,超市;老师让我去擦白板。Hearsay: EL will be undergoing some few changes too.

However, if my eat-potato kid is able to manage the current P1 HCL textbook comfortably, I think the difficulty level is still acceptable.
