What I had in mind was when yr tenant rent yr place at the commencement, they might hv registered for a place at duration of tenancy. So, if u are registering in July 2020, and yr tenant’s child is still a student registered under the tenanted address, the MOE system might reflect a duplication of address. That was my thot. -

There will be a duplication. Both tenant and owner will be called out. As owner intends to occupy property at the commencement of P1, owner is within policy as long as he signs / provides the letter of undertaking. Tenant will have to secure another property same distance or better to fulfill 30months of occupancy.

NRIC address is straightforward but similar to purchase of new / resale property. You could be in the midst of possession and new address may not be reflected. You can’t be sure that the old / original owner won’t use the address to register while the sale is in progress. -
Ya. That’s the scenario I’m trying to highlight.
Also, the risks of using address with sitting tenant who had used address is at point of registration, the previous P1 vacancy need be process within that P1 Reg window period is stressful. Causes negative impact for both tenant & self. Might need to find a better solution to neatly handle this & reduce anxieties when P1 regn comes round. -

Purchase of resale property / yet-to-move-in property will not reflect the new address BUT you are allowed to use them. In your case, it's a similar position except that you have already owned the property. You will have to proof or undertake that you are going to move in and occupy the property before commencement of P1 - not that difficult if you have a proper tenancy agreement showing end of lease as Sep 2019.
As for the tenant, if they use the address for registration, both you and the tenant will be flagged out. HOWEVER, it will be the tenant who will be paying the penalty for using a false address as they know they won't be able to stay in after Sep / before commencement of P1. There's a precedent for these sort of things, you can https://www.asiaone.com/false-addresses-and-p1-registration-moe-rules-and-qas-using-rental-addresses. As a result of the past cases, MOE had since set a new rule in 2015 requiring those gaining admission under the home-school distance priority scheme to live at the address for at least 30 months from the start of the registration exercise. Previously there was no specific length of time set. Thus, your tenant cannot feign ignorance. -
The tricky part is not the tenant will be using the address, as TA is alr running for time. The likelihood is tenant used address last year. If not successful, LC9 hv to issue & shld verify (preferably with email or WhatsApp confirmation).
If tenant’s child alr in sch using address, then LC9 will hv anxieties to ensure smooth enrollment of child.
TA is typically only 24 mths, and tenant wld still require to stay within distance originally registered, LC9 will not be free to use address even tho owner bcoz TA is still in force, unless tenant mutually agrees to move before owner deadline.
We were in such dilemma many years back & need to find secured solution at least 2 mths before enrollment so as not to be left stranded with no suitable alternative. -

I've emailed moe and I hope to get a reply from them with details on what documentation I would need.
Cause the school admin said there's nothing I can do about it as they only see base on nric address.

The above can also be read for a tenanted property. You show ownership of the property (in lieu of commitment to buy, since it's already yours) and the legal date of possession (i.e. when the tenancy will end). You have to sign a letter of undertaking to move into the new property by commencement of P1. You have to reside at the new address for at least 30 months from the commencement of P1.
Whether tenant used the address last year is not the issue. Just like resale property (and it could be a 99 'lease' or a 999 'lease'), hundreds of people could have already used the address for P1 registration before you bought the house. 'When' you intend to take over legal possession of the property is the key. The tenant is NOT allowed to use the address after Sep 2019 as the owner will be taking back the property and will move in BEFORE the commencement of P1. BTW, owner should not be changing the address on his NRIC before the lease expired / moving in as that will be illegal.

As for tenant, if the tenant has already fulfilled the 30 months requirement, that's good for him. If not, bad news (and frankly, it's none of the owner's concern). In such case, the tenant probably has to look for another property in the same distance-priority to fulfil the 30 months requirement. MOE had also addressed this in their FAQ:
