ok makes sense now. didnt follow the previous round of selection, so not sure how many left overs. That caused the confusion for the parents.
Why 20+16? After P2A2, any remaining places are split equally between P2B and P2C. Since there are 38 places in P2B, there should be 38 places in P2C. Do you mean physically go to both school to withdraw and register? One parents with both ids will do for withdrawal right?

the other person will think if he wants to apply to be the 21st and thus ballot. (50-50%)
If the person gives up, you get your slot.
if the person applies, you can always withdraw.
