yes. since the rules state that at the time of child's birth both parents must already be SC/PR. To use the online system.
you would need to go to the school of your choice to register.

I was under the impression can only do at school too. But at the end of registration i saw a button to withdraw so went digging info. But i do also agree with other cautious parents here, physical withdrawal has no faliour possibility while online we dont know.
