After phase 2CS, if you are SC or PR you can approach MOE and indicate your school of choice (those with vacancies left). Phase 3 will be first come first serve.

Strategy for 2CS is to go for schools with as many vacancies as possible in order to avoid a balloting. If your intention is to still go for balloting, by all means as long as you feel you can live with the balance of the schools with vacancies. -
