So far, no one has alleged any manipulation or bias in the process. Surprisingly that few people bother or care to ask / find out. This is probably one area that MOE should clarify in due course.

As for the various parents response, MOE (the HQ aka the policy makers) has made it very clear in their guidance to schools that no appeal will be entertained if COP not met. Unfortunately, school admin, being ever so helpful probably couldn’t bear themselves to bring forth such a bad news. I agree that the messaging should be standardized from HQ instead of trying to let each school decides.

Is my understanding correct on the benefit of higher Chinese (HCL) under the new AL system?

The HCL will come into picture only when there is a tie, affecting only students who meet the exact cut off point of the SAP school? Eg. If the particular SAP school’s COP is 8 points, those who take HCL will override those without HCL. Those with HCL distinction will override those with merit. HCL has no effect for those who score 7 points and below or 9 points and above.

Only partially correct...

For all foundation subjects (whether E/M/S or MT), the AL score will be 6 to 8. Can’t be higher than that.

Assuming candidate taking all 4 Foundation subjects, scores the best he can, will get 4x6 = AL24.

Based on this infographic, AL24 still can qualify for NA stream (aka G2 stream):

If candidate scores the worst possible score, will get 4x8 = 32 is considered “fail” PSLE. Can re-take PSLE or after 2 failed attempts, go to Northlight School for vocational secondary education. Need at least 30 to go to NT stream (aka G3 stream).

And by the way, 2024 Sec 1 batch onwards then officially all secondary schools will use the subject-based banding G1/G2/G3 naming classifications. Now only pilot phase.
