      For 2021 batch, there will not be COP per se. The COP of 2021 sec 1 posting will be used for 2022.

      For 2021, more likely the guide will be a range, based on past years COP converted to range.

        If one same aggregate T-score can be converted into different total AL scores.

        The guide given to 2021 psle batch will be more likely a range. For a range of 9 to 11, not all 9, 10 and 11 were the same t-score to meet COP.

          Today, there is no official announcement of the COP after S1 registration exercise. Resourceful parents will need to find out from school or make some educated guess. In this example, Students who score 8 points with merit in HCL or better will be allowed to appeal.

          For those who followed the 2019 psle thread, there were parents posting about how various schools responded to their queries on appeal by saying if your kid missed the COP by 1 or 2 points, you can come for an appeal. I think this is an area MOE must improve on. The messaging must be standardized to avoid giving false hope and worst, a sense that there’s a flexible policy on appeal.

So far, no one has alleged any manipulation or bias in the process. Surprisingly that few people bother or care to ask / find out. Hence, MOE probably has recognized that for those “suay” people who didn’t get it, they can appeal. In future, HCL distinction / merit / pass is just a sub-class of the particular AL score. Of ballot is conducted for that sub-class, appeal will logically follow the same.

            It’s worth noting that while posting is based on academic merit, CHOICE ORDER matters. Appeal is likely to be based on academic merit but not choice order. Hence, if NYGH COP is 8 / merit and for 1st choice applicants only, expect a much bigger number of appeals because there could be some who put NYGH as second choice. This is probably one area that MOE should clarify in due course.

            As for the various parents response, MOE (the HQ aka the policy makers) has made it very clear in their guidance to schools that no appeal will be entertained if COP not met. Unfortunately, school admin, being ever so helpful probably couldn’t bear themselves to bring forth such a bad news. I agree that the messaging should be standardized from HQ instead of trying to let each school decides.

                Is my understanding correct on the benefit of higher Chinese (HCL) under the new AL system?

                The HCL will come into picture only when there is a tie, affecting only students who meet the exact cut off point of the SAP school? Eg. If the particular SAP school’s COP is 8 points, those who take HCL will override those without HCL. Those with HCL distinction will override those with merit. HCL has no effect for those who score 7 points and below or 9 points and above.

                1) Students with an overall PSLE score of AL8 and better Or

                2) Students with an overall PSLE score of 9 to 14, who also attain D or M (distinction or merit) in Higher Mother Tongue Or

                3) Students with an overall PSLE score of 9 to 14, and attain AL1 or AL2 in the Mother Tongue subject


                For students who do not meet the above criteria,
                Secondary schools will continue to have the flexibility to offer Higher Mother Tongue to students,
                if they are assessed to have high ability and interest in the Mother Tongue subject, and
                are able to take Higher Mother Tongue without affecting their performance in other subjects.

                    Only partially correct...

                    For all foundation subjects (whether E/M/S or MT), the AL score will be 6 to 8. Can’t be higher than that.

                    Assuming candidate taking all 4 Foundation subjects, scores the best he can, will get 4x6 = AL24.

                    Based on this infographic, AL24 still can qualify for NA stream (aka G2 stream):

                    If candidate scores the worst possible score, will get 4x8 = 32 is considered “fail” PSLE. Can re-take PSLE or after 2 failed attempts, go to Northlight School for vocational secondary education. Need at least 30 to go to NT stream (aka G3 stream).

                    And by the way, 2024 Sec 1 batch onwards then officially all secondary schools will use the subject-based banding G1/G2/G3 naming classifications. Now only pilot phase.

                      For kids who didn’t take hcl in pri sch, can they take up hcl in sec sch if they get good results for psle overall and OK for Chinese?

                      It is a dilemma. Child scored 80 to 85 for Chinese in p4. In p1 to p3, she scored above 90. But she doesn’t read Chinese books at all. We used to read to kids sometimes but now it is getting harder as kids are more inclined to the books they like. Child read English story books ferociously. Thinking if I shld sign her up w Chinese class to help her maintain her score as we can tell she is slipping, or invest in her area of interest instead, which means omitting a few good sec schs in our area as her choice of schs, which happens to be sap schools. Eg nan hua and RV.
                      She got 18 out of 40 for her Chinese compo in this year p5 term 1. She used to score 16 to 19 out of 20 in Chinese compo.

                      Parents whose kid has decided to forego hcl, can share your views? Asked child if she wants Chinese class, she is not keen. Before March, she has quite a few extra stuff from sch so cannot find time anyway. But she is quite free now, sigh.
                      Or time is better spent in things she is keen at such as writing class or continue to let her read?

                      Got her to sit in for the trial masterclass for English writing for psle yesterday. Asked her if she wants to join for the regular class, she is not keen.

                        Under current PSLE T-score system,
                        answer to your first question is,

                        depends on which Secondary school, your child eventually end up in, either posted by MOE S1 system, or entered via 2021 DSA.


                        1)
                        if enter certain \"SAP IP\" schools like Nanyang Girls High or
                        River Valley High, or
                        CHIJ St Nicholas Girls Sec (IP track),

                        obviously, these three being SAP schools, HCL is compulsory.


                        2)
                        if enter certain \"Non-SAP IP schools\" like RI (Raffles Institution),
                        after your PSLE results released on Announcement date, if MOE had given your child an eligible letter that qualify Sec 1 students to take HCL, then Yes, can.
                        Otherwise, if MOE didn't give your child the letter, then cannot.

                        You can google yourself, why some ksp RI parents questioned, if they were to appeal to their RI Chinese HOD to let their child take Sec 1 HCL , inspite of not being given the eligible letter by MOE, did their appeal in the end go through successfully, or failed ?

                        You may refer to the questions posed inside RI thread, or other related thread to Sec 1 HCL.


                        3)
                        certain \" O-level SAP \" Sec schools like Chung Cheng High (Main) overide this MOE letter, thereby making it compulsory for ALL her Sec 1 students, to take HCL. Whether student can cope with HCL or not, they will review later, at the end of Sec 2. But for initial first 2 years, Yes, ALL Secondary 1 students in CCH (Main), compulsory to take HCL !

                        Note that
                        Her cousin, Chung Cheng Secondary (Yishun branch), is NOT a SAP school.


                        4)
                        for other \"O level NON-SAP\" schools, only if P6 students possess the MOE \"qualifying\" letter, then allowed to take Sec 1 HCL.

                        As to whether some students tried to appeal to their Secondary Chinese HOD, whether their appeal in the end was successful or failed, is a separate issue. This will depend on how their school's Chinese department handled HCL policy.

                        Example

                        Some students from O-level schools had filled up an appeal form, with their underlying appealing reasons stated, since they didn't receive MOE letter.

                        Note that above (1) to (4) hold
                        true, only under current PSLE T-score system. The last batch, is this year PSLE 2020, students born in 2008.


                        Going forward,
                        from Year 2021 onwards, PSLE system convert, cross over into the brand new AL.

                        Hence,
                        we shall see, after PSLE 2021 is over, students born in 2009

                        because

                        whether MOE has changed (altered) the way she give out the letter to P6 students.
