how come have this rule even My son in Sec, total never noticed have this rule, is possible to rent one room from my current HDB buyer until 30 months finished.
The rule is very clearly stated on MOE’s website. And it is very frequently discussed in this exact same thread that you posted in. Strange that you realized it only now. Maybe you can negotiate with your buyer (no idea how) whether they can delay moving in till 30 months later...tough.

No buyer would delay 30 months, not even 3 months, ask yourself if you would. Not just the sell part, also the buy part. There's no way to satisfy both side, and it's a big disruption to previous decision to shift. Since haven't enter P1, it is the least disruptive, only to manage expectation.

Will finding a way to rent out your new house and rent another place within 1km works?

I admire your audacity to use an address of a house that is already sold

But really, it's very hard to argue that you didn't know about this when MOE is highlighting this left, right and centre, in news, in the booklet that your childcare may have given you, and on the web. If you go to https://beta.moe.gov.sg/primary/p1-registration/, under https://beta.moe.gov.sg/primary/p1-registration/home-address/, you will see an entire paragraph dedicated to this with at least 30 months in bold.

Unfortunately, I do not believe you can legally rent a room or a HDB flat in the open market given that you are an owner (buying) of another HDB flat. HDB's guideline:

            Tenancy and property ownership status
You must not be a tenant of a public rental HDB flat or owner of other HDB flats unless you are:
            - Divorced/ legally separated. In this case, only 1 party can rent a HDB flat from another flat owner
            - A owner who is eligible to rent out your whole flat. However, you must rent out your own flat within a month, after you have rented an HDB flat from another flat owner

You can, however, rent a private apartment.

May I ask if me and my hubby can be using a different address to register for our kid P1?

We own a HDB and I am planning to change my address to my parents’ place which is just a few blocks away to qualify for the <1km requirement of a desired primary sch under phrase 2C. My current HDB just nice hit the 1-2km range being just a few blocks away.
We also do have plans to move to my parents place to stay since they will most likely be taking care of my kid when he goes to P1 as sch end in the noon and we are not keen in student care arrangement. We have no plans to sell this HDB yet. Is this feasible?

Registration will be based on Father's NRIC. MOE will have doubts if both NRIC have different addresses. Change only if you really moving in for the next 30 months, no point risking your child's education if MOE found out it's a fraud.

So if both me and my hubby change our address to my parents' address, that will be okay?
So its ok to leave our HDB flat vacant without any registered address under the unit for 30months?
Btw, how would MOE find out if anyone is not staying in the address for 30months?

Btw, which school are you aiming for?

MOE can easily find out from HDB, electricity & water companies, internet & cable TV companies, whether an address is truly vacant or somebody is having high electricity & internet consumption from that home. Moreover there are CCTVs in void decks and lifts. Can match your child’s face whether they take lift home to the vacant address every day.

In previous incidents, MOE officers visited the place of residence.
Possible consequences: jail, fine and the students themselves may be taken out of the school that they gained entry to based on a false declaration.

Basically, a child who gains priority admission into a school through his/her distance category is required to reside at the address used for registration for at least 30 months from the commencement of the annual P1 Registration Exercise
