Is it possible to transfer to an IP school in Secondary 3 with a PSLE score of 227? If the child shows great interest and accomplishments like becoming valedictorian of the school, winning a lot of competitions and getting a leadership role. Is it possible and if any students have done year 3 transfer, please tell me how did you go about it, thank you

Yes, the criteria are school-specific (eg. refer to CHS and HCI links below). Check out the website of the IP school(s) that your child is interested. It is usually under Admissions -> Year 3 (Secondary 3).

Some schools will only post the details during the application period. Do give the school a call to find out the criteria and the application period.
Do note that students who were admitted through DSA to the current school are not allowed to transfer.

If you are a Sec 2 student who have accepted DSA offer, No, Moe won't let u transfer

you are expected to honor the DSA commitment, until full term.
However,
If you have entered by Psle Tscore, not by DSA,
you can visit those schools' website that u are interested in, find out their what's their requirement, because
1)
some schools like RGS (example)
require all Sec 2 students to take Admission tests in English, Maths, Science, etc
Then,
based on the outcome of your test results , RGS will short-list suitable candidates down for e interview
While
2)
other schools are more stringent.
Over & above asking Sec 2 students to take Admission entrance tests, they will still refer back to your past Psle Tscore, no escape.
Example
Chij St Nicholas Girls Secondary, require candidates to have minimum at least Tscore 250, before they even consider Sec 2 candidates to transfer from the O level track, into Sec 3 IP track. This is stated officially on her school website. And they even specified so clearly that is

What exactly is the aim of transferring to another school at the end of Sec 2 ?
If the child is so so good - then a better suggestion is to get the child to stay on and get a really GOOD O level results.
L1R5 = 2 points (6 -2 -2 = 2)
Then, you can choose where ever you want to go. -
Moreover, the number of places for Year 3 in any of the schools are but a few - some less than 5.

It is uncommon to have new Sec 3 students.
If the school does not offer that subject - eg Music Elective - students can take the subject at another school.
If you check with the schools in Singapore -you will find that there are very few new Sec 3 students.
