Due to COVID, most schools have suspended their PV scheme or reduce their PV requirements. Given the reduced number of PV, it will be hard to get a spot. And even if they resume the scheme some time this year, I’m doubtful you will be able to clock the required hours for the endorsement.
Furthermore, you have the complication of sell house, buy / rent house before the deadline. It’s probably not a good idea to leave this to the last minute. -

For Phase 2C, you are at most guaranteed a chance of balloting if you are < 1km. Above 1km, you won’t even stand a chance. Given that the risk of being balloted out is high (slightly better odds than 50% for Hong Wen, slightly lower than 50% for Holy Innocent), it may not be really worth the $ and time.
If you are really going to do the tikam-tikam, you may as well go for CHS, ACSJ, ACSP or SJIJ at probably similar odds. Otherwise, pick a school (such as SAJS or MSHS) where you are almost guaranteed of a place so that the $ and time isn’t wasted. -

In and around the same vicinity as Hong Wen and Holy Innocent, there’s Yangzheng in Serangoon and Kuo Chuan Presbyterian in Bishan (although last year was a surprise as KCP required balloting for SC < 1km). Teck Ghee and Anderson in Ang Mo Kio are fairly popular schools that are usually guaranteed for SC < 1km. In Toa Payoh, there’s Kheng Cheng, whose popularity may have dropped over the years but I think it’s more of an issue with being situated in an old estate with little to no renewal.
