The number of Primary 1 places are limited and is fixed.
Any adjustments in number of places in any of the phases will affect the number of places in other phases.

That said - 20 places for Phase 2C is really really very little.
That means - only 20 non related 'outsiders' can get into the school.
It is timely for the review
agree.

20 seats for 2C, is pathetic.
Looks like they will cap 2A1, so that more seats can be released to 2C.

Unlikely to touch Phase 1.
All siblings from Phase 1 ought to enter, since their \"gor gor\" \"Jie jie\" already currently studying inside the school

Phase 2 B are for people that serves.
Serve the school, the community, the country etc.

This is but one small little way they can 'rewarded'
Also for folks with religious affiliation and clan associations. I believe many would still place those two factors as top priorities when choosing schools.

From hearing min wong speech it did appear that preserving traditions via alumni is very important but so is diversity. Now thinking back, why do we need phase 2b for peeps who are not remotely related to the school? Give all the spaces to phase 2c?
2B is a complicated phase.

There are groups of people who are not related to the school (*ahem* selective groups of GRL) but there are also groups of people whom the school’s identity is intrinsically linked to (clans, religious bodies). Then, there are those who are there for the purpose of gaining priority to the school (PV).

IMHO I think they should do away with the first group, continue with the second group and rethink about what to do with the third group in a meaningful way.

Doing without expecting a return is a service.
Doing while expecting some sort of return is a transaction.

Exactly.
Perhaps this is what the Ministry is already looking at.
If it is, a capping of places for the earlier phases or a % to reserve (instead of hard capping to 20/20) would have been more appropriate I think.

This makes more sense IMHO.
20 out of 210 is 9.5%
20 out of 390 is only 5.1%.

They should look at 10% and no less than 20 / 20.

In this case, it would 20 / 20 out of 210 and 390. However, when you make the adjustment, you only need to move the % needle. That said, increasing diversity and opening up places to “non-related” applicants isn’t the main aim.
Fixing a number (25? 30? 40? I’d personally vote for double the current 20) is easier and less calculation/data checking involved.

But % is fairer across the schools I suppose.

Either way, I agree with u that the main purpose for this review is to give kids who live nearer the schools a better chance. That is reasonable since sufficient sleep is important for growing brains and bodies.

Side effect will be: property prices around schools will go up and up.

Even for second group, I haven't known anyone in our gen or after who are genuinely interested in the clans/roots we come from. For religious groups, there are so many religious schools to choose from for each specific religion that may not be oversubscribed.

However, that doesn’t mean that the schools should forget about them. A school is an institution and it’s history is far longer than ours. 前人种树,后人乘凉. Therefore, it cannot forget it’s roots and the people who helped them thru their struggles or how they come about before they become the popular schools of today.

Grasstoots fit into your “non related outsiders” and they go in before 2C.

means

release ALL seats from GRL (Phase 2B), should give back to all the Phase 2C applicants,

since

GRL (Grassroot) absolutely \" ZERO \" relationship with all the primary schools In Singapore ?

At least,
the Hokkien Huey Kuan clan still have a relationship ties with (Kong Hwa / Chong Fu / Tao Nan / Ai Tong / Nan Chiau) primary schools. The same goes for Maha Boodhi primary Buddhist temple-related Association, and the religious missionary Presbyterian / Methodist / Anglican / Catholic based primary schools, these schools still have relationship ties

? ? ?

At least, the Parent Volunteers assigned to each respective school, still contribute, by giving their precious time & effort to the primary schools.

But, GRL :
totally, ZERO relationship
