That means - only 20 non related 'outsiders' can get into the school.

Grasstoots fit into your “non related outsiders” and they go in before 2C.

      means

release ALL seats from GRL (Phase 2B), should give back to all the Phase 2C applicants,

      since

GRL (Grassroot) absolutely \" ZERO \" relationship with all the primary schools In Singapore ?

      At least,
the Hokkien Huey Kuan clan still have a relationship ties with (Kong Hwa / Chong Fu / Tao Nan / Ai Tong / Nan Chiau) primary schools. The same goes for Maha Boodhi primary Buddhist temple-related Association, and the religious missionary Presbyterian / Methodist / Anglican / Catholic based primary schools, these schools still have relationship ties

      ? ? ?

At least, the Parent Volunteers assigned to each respective school, still contribute, by giving their precious time & effort to the primary schools.

      But, GRL :
      totally, ZERO relationship

If they announce this year make changes, can take place either this year or next year. Prepare for some back up school in mind, if changes were to take effect from this year.

              Note :

At MOE's Committee of Supply Debate 2021, it was mentioned that MOE is reviewing the P1 registration framework. The review will not affect this year's 2021 P1 registration exercise.

Details of the 2021 P1 Registration Exercise will be updated in May. Join our mailing list to receive an email alert when registration information updates are available.

Yes, now can only wait for MOE to announce, see which group going to touch, to make way, to give up more seats to the Phase 2C applicants.

                If MOE touch phase 2B,
then GRL is the first group impacted, because "zero" relationship with the schools.

On the other hand, if MOE were to touch Phase 2A1 (alumni), to give up some precious seats to 2C applicants, then will see more & more popular, favourite hot schools entering into Phase 2A1 balloting, besides the usual 3 (Henry Park / Catholic High / St Nick). For these 3 schools, they are already used to the balloting process at 2A1, is not new to them.

But other hot, popular schools that haven’t encountered any balloting at 2A1 yet, they will soon experience it, especially those SC staying more than 2 km away from hot schools, if MOE were to touch phase 2A1 (alumni). If you stay within 1 km from very popular school under 2A1, should be safe.

Unlikely that MOE will touch Phase 1 (sibling)

Need advice on matter on planning admission for No.2:

I have Phrase 1 admission for school in punggol but travel time is abt 15-20 mins.

Rosyth is within 1km or 5 mins away.

should i try for rosyth for balloting at 2C or maintain at Phrase 1?

15-20 min is not very long.

But if the sibling’s school is still available at 2CS, I think u can ballot for Rosyth at 2C. Fallback at least they can travel to school together.

Then stick with Phase 1 ba. Bird in hand is worth 2 in the bush.
