if less than 97 SCs living less than 1 km apply, then
balloting will arise within (1 to 2 km) distance bracket.
With 97 vacancies left in P2C,
SCs living beyond 2 km unlikely to have any chance,
please focus on other primary schools instead. -
E.g. depending of distance. Could be a 0 percent chance at rgps but 30 percent at nanyang. Because no info go for 0 percent

Yeah in our case maybe not. Just have to cross fingers. But thinking of the broader audience. I’m sure such information can make a huge difference. Potentially throwing a ballot with no mathematical chance.
Sorry for not being clearer earlier, I was saying that to my wife as well. If you are outside 1KM you need those info to make an informed decision if there are already more ,<1KM SC applicants than seats then basically you don't even have a chance to take part in the ballot. But for those within 1KM, you have no option but to proceed regardless the info you have as you don't really have better alternative.
P1 registration is not like stock market.
You can't apply school A (1-2km) because got chance, then withdraw 5 mins later because no chance. Apply to school B (< 1km) because no ballot, but withdraw 10 mins later because now got ballot. Apply to school C (< 1km) because no ballot. Just as you resign to fate and curse your luck, you realise many people are overthinking the process and now, you have a chance at school A again! Hooray, withdraw and re-apply to school A. Next thing you know, the circus repeats itself the next day because everybody else is doing it, so why can't we?
The current system is simple and straight forward. Commit yourself and live with your decision.

If based on your scenario above and current method, You would have apply for School A and in the end realized that you did even qualify for balloting as it's full, i.e. no space for SC > 2KM... thus you wasted your chance in this phase and need to go next phase. But if based on my method which is obviously not perfect as well, at least you won't waste the chance and apply School A where you don't even stand a chance. And the back up you talk about...without any info you would have gone for School A and won't try your backup? And also it's a choice made not to go for your backup on Day 1?
Anyway just my 2 cents, it's not happening as Govt may be trying to simplify the process and not complicate it. -
For those living >2km, you should first compare your other available options for P2C schools vs P2CS school if you failed at P2C trying for RGPS
If P2C and P2Cs schools are comparable, then it will be worth trying for RGPS because worst case you can still get a spot at P2Cs (provided no balloting).
However, if the standards between available P2C and P2Cs schools are of big difference, my suggestion is to secure a spot at P2C instead of risking RGPS.
For those >2km your chance is maybe 0-10% -

Think last year they announce on the 12 Aug whether need to ballot and last year apparently Phase 2C was also 3 Aug to 5 Aug.
