That said - any popular schools with around 20 to 25 vacancies during 2B, will most probably ballot within the 1km. (there are of course exceptions)
GRL or clan applicants (economically abundant folks) would have already shifted into the \"1km from the school\" circle.
unless, a school sits very close to the boundary, and both sides \"1km from the school\" GRL suddenly becomes eligible.

As much as PA say they are non-partisan but by appointing non elected MP to be their GR advisor speak volumes about who they are leaning to.

will the new rule result in areas where they are no popular schools hard to find volunteers? Or not many RC GRLs cannot use their priority as nearby popular school got no RC?

Thank you for sharing your great insights, we just received the news about Phase 2B changes earlier this week & it will affect our child's P1 registration next year =(. Will be very grateful if you all can share your thoughts about our tricky situation below.
We are Bukit Timah GRC GRL, initial plan was to apply for RGPS under 2B, more than 2km. This was quite a safe option but now all hopes are dashed.. We live opposite <1km to Nanhua, exactly the 3rd map scenario that floppy shared. Based on old policy, we could not consider Nanhua as it is under different GRC (Jurong).
Now, we can no longer apply for RGPS =( and is trying to decide if we should risk 2B with Nanhua (SC<1km have always needed balloting if I'm not wrong) or rent 30 months for RGPS (SC >2km usually no need to ballot). But...we also just bought a new house right beside Nanhua..
Under new policy, will there possibly be more / less GRLs applying to Nanhua or not much changes?
Trying to assess the probability of successful enrollment & what to do next...

Does anyone know if <2km registration based on residential address will affect school parent volunteer or clan / church member Phase 2B as well? How about earlier Phases like Alumni?

Yes but not all popular schools pick only <1km for PV. And also Catholic schools don’t pre-select Catholic 2B applicants based on distance.

Thanks Merlion, yeah I'm aware the existing distancing priority applies for church/clan/PV. Just that the new policy disallow GRLs to even apply for schools >2km anymore, even if they want to & considered the distance priority..

For Nanhua, whether is it PV or GRL, most would already staying within 1km of the school in order to maximise the chance.
It does have no balloting years, 2020, 2018, 2017, 2016. It could be the lower number of PV accepted or GRL applying. 2013, 2014, 2019 and this year was balloting within 1km. 2015 was 1-2km.
I think the clementi area will remain competitive given 120 spots was given to the area, could be due to some new taller blocks completed. One way is to stick to the area and you would have 2 chance, one in 2b and one in 2c. and back up can be bukit timah (within 2km if i am not wrong). If you stay in sunset way area and actually within 2km of PHPPS then it will be a better choice in terms of odds to use your 2B on.
