      Assuming both child B and Child C scores AL 7 HMT distinction, same score, then child C will get in first since child C choose NYGH 1st choice and Child B choose NYGH as 2nd Choice. Both child B and child C are SC.

          Child A SG AL6 + HCL Merit
          1st choice : RGS
          2nd : NGYH

          Child B PR AL6 + HCL Merit
          1st choice : NGYH

          If cut off point for RGS is AL5, will child A get priority over B for NYGH since she is a s’porean?

                Within any AL Level and same HCL score, SC will again rank ahead of PR. Ie. AL6(D)-SC-2nd choice is ahead of AL6(D)-PR-1st choice.

                        In fact, AL4 no HCL will beat AL5(D) regardless of citizenship and/or choice. This is the reason to say HCL doesn't matter or not worth it. Of course, dropping HCL does not guarantee the other subjects will score better.
