Yes. The tie-breakers for SAP school are HCL Grade-Citizenship-Choice Order.
How about this scenario?
Child A SG AL6 + HCL Merit
1st choice : RGS
2nd : NGYH
Child B PR AL6 + HCL Merit
1st choice : NGYH
If cut off point for RGS is AL5, will child A get priority over B for NYGH since she is a s'porean?
TIA. -

So means even when child A puts NGYH as 2nd choice, she will still get priority over B who puts 1st choice? (both have same AL5 + HCL Merit)

For any PSLE AL Score, SC will rank ahead of PR (regardless of choice order) with the exception of SAP school and the PR having better HCL score.

Within any AL Level and same HCL score, SC will again rank ahead of PR. Ie. AL6(D)-SC-2nd choice is ahead of AL6(D)-PR-1st choice. -

Child A SG AL5 + Merit
1st choice : RGS
2nd : NGHY
Child B PR AL4 + Merit
1st choice : NGYH
Will A gets priority for NGYH? -
AL score comes first if below COP.

I think B will get in since B has AL4 which is better than A who has AL5.

In fact, AL4 no HCL will beat AL5(D) regardless of citizenship and/or choice. This is the reason to say HCL doesn't matter or not worth it. Of course, dropping HCL does not guarantee the other subjects will score better. -
Thank you all for the input…

Assuming that this year 2021 AL COP Cut off point for both (RGS and NYGH) indeed turn out to be 6,
What happens if same scenario but PR has better AL score?
Child A SG AL5 + Merit
1st choice : RGS
2nd : NGHY
Child B PR AL4 + Merit
1st choice : NGYH
Will A gets priority for NGYH?
then
where SAP school Nanyang Girls High is concerned -
1) all (SC + PR) students with AL 4 will enter first,
because
4 is the LOWEST but the BEST AL score, for your entire four PSLE subjects.
Note
Not just SC students only, but include PR students with AL 4 as well, also will be admitted first !
2) next,
will be followed by all (SC + PR ) students with AL 5
Because
5 is still one point lower & better than 6, the Cut off point for NYGH.
3) third
What happen to
those with the same identical AL 6 score that matches NYGH COP exactly, on the dot ?
These AL 6 applicants will depend on
their combination of both (Citizenship + their Higher Chinese score), since NYGH is a SAP school after all !
Thus,
A) those SC applicants with AL 6 + HCL distinction score, will enter first, because higher priority before
B) those SC applicants with AL 6 + Merit in HCL score ranked 2nd, will enter first before
C) those SC applicants with AL 6 + a Pass in HCL score ranked 3rd, will enter first before
D) those SC applicants with AL6 + never sit for HCL at PSLE
OR
( sat for HCL at PSLE, but failed HCL paper), before
E) any PR applicant
In the event of a tie, computer balloting will take place
SC : Singapore citizenship -

only means that students have more time to prepare for the 4 Psle subjects. That's all, but
Does not equate to, nor guarantee that student will do well, in all his (her) entire 4 Psle subjects.
Why ?
If a student's basic, fundamental grasp or mastery of subject content is weak, will still end up faring poorly at PSLE.
All the PSLE examiner who is setting the questions need to do is to just tweak the questions a bit slightly, but actually still testing you on the same old concept which have been taught and learnt before in school , then u can get caught if your foundation is weak. It is all about
- time management, plus
- the way you study and clarify all your doubts
