I think they mentioned that ratio because they overlooked the fact that not all cases are reported now. And then they got shot in the foot by that 5k count and last weeks' low day. Then the ratio is going to go up, and everyone is going to get worked up about it. I don't think it matters if the case count grows, or how fast it grows, as long as the hospitalisation/ICU rate doesn't grow too fast. And when it starts coming down, as it must eventually, then we can hope for some relaxation of measures.
You are talking about that inscrutable ratio? That 1.0 thingy? I only look at the number of reported new cases and it is still GROWING. Now ratio is lower than 1 I think..so can loosen?
As I mentioned earlier, they should use figures which they can count properly so that their stats actually mean something useful. -

'SINGAPORE - The F1 Pit Building has been converted into a treatment facility for seniors who are infected with Covid-19 and have chronic illnesses, but are well, independent and do not require hospital care. Such facilities have been set up to ease congestion at public hospitals. Here is what patients can expect.

There are seven wards segregated by gender, with about 100 beds each. There are also another eight isolation rooms and 12 sick bays.
