I dont know how this post came here but just for records, the younger sisters of current students in the secondary section, join under Phase 1 (regardless of the primary school they come from).
Bear in mind that for SNGS, the 2A2 folks would possibly have included those with siblings who had studied at the primary section before, now graduated & maybe studying at the secondary section. How many of them would be living <1km? Substantial number? Nobody knows because there is no applicant history to see.

If I am not mistaken, there are usually at least 10 new transfers in Primary 3. If your daughter is in Pri 2 now, you could ask the school what to do if you would like to transfer to start Pri 3. It seems like the form is not available on the website yet. The procedure is to put in the form and wait to be contacted. So since the form is not on the website, you could call the school to ask.
