If you want certainty, then go for MCS. This year is the first year for the rule changes. Relying on past data is risky. MCS may not be a safe bet at 2CS as you should be out of 1km for it. There is always a possibility the increase in 2C places will invite for more parents within 1km to try for it thus removing any advantage of the rule change.

I need some advice here, we need to ballot for phase 2B within 1 KM for SCGS , we are SC. However in the event we been balloted out at phase 2B, should I try for phase 2C? What are the chances of securing a place under 2C? Or should I go for MCS under phase 2C !

What is your distance from MCS? 1-2 km (seems like some overlap with < 1 km to SCGS) or > 2 km?

Either way, I would probably roll the dice on SCGS but that's just me (Fortune favours the brave!). The other reply gives the alternative view.

I think @Hendon's advice is very sound, but @Ninepizza's advice is what many people might eventually take.
Taking MCS at Phase 2C is pretty much guaranteed. Taking MCS at Phase 2C(S) is... iffy. It might require balloting at Phase 2C(S). But many people take it that there is a chance at Phase 2C with SCGS and another chance with MCS at Phase 2C(S). Got 2 chances leh... good what

MCS has had 183 seats and 166 seats the last two years entering 2C, and both years ballot 2CS > 2 km. This year should be 188 seats to start 2C. If Iโm 1-2 km from MCS (for 2CS), I will try for SCGS in 2Cโฆ
Disclaimer: I havenโt studied additional housing and other changes that would skew the likelihood of ballot 1-2 kmโฆ -
I would say go for SCGS in Phase 2C and MCS in 2CS.
