anyway, i do believe the new GRL rules will disadvantage PVs from many schools who do not live within 1-2 km of the school. From the current results for many popular schools, phase 2b requires ballot for singaporeans within 1 km. -
NYPS - 20 vacancies 37 applicants (Balloting for SC <1km)
SCGS - 20 vacancies 34 applicants (Balloting for SC <1km)
RGPS - 43 vacancies 39 applicants
Demand for RGPS under P2B is actually quite high.
Wonder why P2B applicants at NYPS and SCGS didnt switch to RGPS instead?
Perhaps lack of timely information? -

Its not a rule, but done out of practical reason because school doesnt want to waste PV time if they dont stand a chance in P2B if they live outside 1km radius.

For RGPS, phase 2C applicants staying within 1 km will stand a very good chance of getting in without ballot. Therefore, I may think that an applicant (GRL) who stays within 1 km of NYPS and RGPS will likely choose NYPS under phase 2b and keep rgps phase 2C as backup. However, I do think the RGPS phase 2b may start to see balloting for applicants staying more than 2 km in future years under new rules.

I would think it’s v hard to enforce a “To qualify as a PV u must stay within 1km from the school” rule for RGPS, it also won’t ever happen whether it’s unspoken or not.
Simply because the housing density is so Low in this area.
There isn’t any public housing, nor r there any high density condos within 1km. Its hugely landed houses with a few Low density condos. Think: 1st - 4th ave, namly, watten, shelford, coronation..
Then plots of land within 1km is also occupied by the huge Hwa Chong campus and a number of very big bungalows/GCBs. In the 1-2km radius theres also…Botanic Gardens
The nearest 1700++ units D’leedon happens to be outside 1km for rgps but within 1km for NYPS- stiffer competition for the already very popular NYPS esp if there r both son n daughter in the family.
And considering how popular rental in this area is with expats who will not apply to local schools, if PVs r chosen only from within 1km there’ll be very little who are eligible.
I heard the school takes in very few PVs a year anyway- tedious selection process. I’m guessing half or so of the 2B numbers probably come from GRC- whether they wanna play safe and do it to escape the uncertainty of 2C.. or they are those who chickened out last minute from the bad odds of NYPS 2B..
Given their bigger than avg cohort intake every year of 270, 1km in 2C seems always safe, there’s really not many houses in that radius. Except for that odd year 2 years ago that made people wonder how were there so many houses with little 6 year old girls in 1km.
Personally feel the registration competition benefits the rental / sale market a lot, especially the houses that are within 1km of BOTH RGPS and NYPS. -
Fourth Avenue Residences looks like it is within 1km.

Furthermore, I also think that those living within 1km of RGPS are most likely to try for P2C instead of P2B.
So it may not be easy for RGPS to find sufficient PV living within 1km or 2km. -
