It's a difficult decision. Balloting is even worse at Phase 2C for Holy Innocents. I assume you are <1km from HIPS, because if you are not, you won't even get to ballot in Phase 2B. What's your distance from Punggol Primary? It's Phase 2C history is slightly better than HIPS.

First time posting here and need some advice. I'm citizen, completed the PV for Holy Innocents PRI SCH. However, based on the stat for 2022, it seem very competitive even its under 2B. May i check if i should continue to apply for the same school for 2C or i should try others school, eg: Punggol Primary or CHIJ of Navity.

Waiting game means everyone will wait, and wait, to avoid registering and withdrawing / re-registering on the last day.
How does it help? It depends on which side of the fence / which team you are on.
For <1km, they can wait and wait, especially if they have more than 1 viable choice (or are simply undecided). It's now possible to wait, and aim for the school that gives you the best odds. Given that this group *roughly* knows what the odds are, they can spring a surprise on the last day on those >1km applicants who are hopeful of their chances in a particular school.
It's possible that the odds for >1km will dwindle very rapidly on the last day, depending on how things go. Hence, if you are >1km applying for ANY school, you will have to watch the monitor closely, in case you are caught by a sudden influx of <1km applicants.

International students (IS) can only register for P1 during Phase 3 of the P1 Registration Exercise, after all Singapore Citizens and Permanent Residents have been allocated a place under the earlier phases.
Prior to Phase 3, ISes must go through a 2-step process:
1. Submit an online indication of interest form, available here from 9am on Tuesday, 30 May 2023 to 4.30pm on Monday, 5 June 2023, otherwise you will not be able to register in Phase 3 of the P1 Registration Exercise.
2. We will notify you via email in October:
Whether your child can be offered a P1 place.
How to register in Phase 3 with the designated school if they are offered a place. -

I'm going to base my predictions for 2023 on the 2022 P1 Registration only, as it has reverted back to just Phase 2A instead of Phase 2A(1) and Phase 2A(2). Should come out before the end of the week. -

Trust me... there will be a lot more people who will tell you 21 out of 20 is good odds...
and then 22 out of 20 is good odds....

The next thing you know, it will be 40 out of 20 is good odds.
A lot of < 1km will make the move late in the game. -

1) MOE does Not provide any real time update, of registration statistics figure breakdown
by distance
(less than 1 km, within 1 to 2 km, or exceeding 2 km).
2) Even on the LAST day of Phase 2A, or Phase 2B or 2C registration itself -
All applicants go in \"blindly\",
because
applicants (parents) can also register ONLINE for their K2 kid,
not necessary
must go down to primary schools premises onsite physically, just to register their kid.
3) even if u are to call up the primary schools by phone, ask for detailed breakdown of statistics figures, u either receive / hear a busy \"engaged\" dialing tone phone line, cannot get through
OR
even if the Admin officer were to pick up the phone to answer your phone call,
she can tell u that
\"I won't know, because the registration data figures are still coming in right now, not finalised yet.\"
OR
Admin officer can tell you, \"Sorry. We do not have the figures with us\".
Example
RGPS (Raffles Girls' Primary school) can give u this answer,
even though
Phase 2C registration is already over, on that last day of 2C -
Actually, I’m with the camp that says nothing much will happen. Only the richer people will move to get what they want, and most people will stay put. Until Phase 2B, there’s already good certainty who going to apply for what school. And if they don’t get it, there was a poll previously that showed that most people will continue to apply for the same school in Phase 2C. Since people’s minds are already made up, only a few really astute ones will monitor the situation closely.

Is it better to state some legends for those colour cells in the review table? For example : Green - Balloting > 2km, Yellow -?, Red - ?, Blue - ?, Orange - ? and Purple - ?
