All About Home Addresses

Hi, noticed from the poll that 1/3 parents would use an address they don't live at to register their kids. To those who are thinking of finding some lobang in the system, take this from me - don't.
People think they can just rent a place <1km, register the kid, and stay put at their original address - just remember the Tan Sok Ling case from 2003 - the guy was some hot shot lawyer and he got disbarred and jailed! The daughter transferred out of the elite school.
Is it easy to get caught? I think so. There are only so few kids who need to ballot in the various phases, eg phase 2b ACS(junior) last year only 50+ places. I heard MOE staff will conduct random checks - turn up at the door in odd hours.
Besides, can your Primary 1 kid keep this kind of complex secrets about where they live?
The address for Pri 1 registration has to be the one where the family lives at, permanently.
Here's a reply I just got from MOE -
Thank you for writing to us on 20 June 2010 with regard to your enquiry.
We would like to share with you that the registration is done based on the NRIC address that is reflected on the parents' NRIC at the time of registration and the address used for the registration of a child (assuming Singapore Citizen or Singapore Permanent Resident) during the Primary 1 registration exercise is based on the family's permanent address i.e. staying at this address on a long-term basis.
Parents are also expected to be truthful when they use a different address during registration. They should use their long-term address for registration. There is no minimum period that the family is required to stay at the address before they can use the address for registration. However, if the address in their NRIC is a short-term one i.e. the property is rented on a temporary basis due to upgrading or renovation, they should inform the school of this at the point of registration. If the school is required to conduct balloting, parents using temporary addresses should not take part in the ballot so as not to deprive those living in the immediate vicinity a place in this school. They should register their child in another school.
Children who gain admission to a school through distance priority should be living in the address used for registration during their Primary school education. This is because the distance priority takes into consideration the benefits for young children attending schools nearer their homes. We expect parents who prefer their children to benefit from going to a nearby school to continue to reside in that address.
We do recognise that some families may need to move due to various valid reasons, and will give due consideration in such extenuating circumstances. However, should any family be found to have intentionally used an address for P1 registration just to benefit from the distance priority and subsequently move out of that address shortly after, then MOE reserves the right to reallocate the school place. In such cases, MOE would facilitate a transfer for the child to a school near to the family’s current residence with remaining vacancies.

I think many people are aware of this, just that the benefits, to them, far outweigh the costs, and hence worth taking the risk.Hi, noticed from the poll that 1/3 parents would use an address they don't live at to register their kids. benefits? poor child would have to travel long distance to and fro school daily after that.

Well, not all parents see it that way. If all parents see it that way, then why do parents not send their children to schools that are just immediately next to their house? These schools, historically, had vacancies even at Phase 3. -
Some parents do not see distance as a factor…I’ve mentioned this b4 earlier of a boy who goes to Catholic High although staying in Upp Bukit Timah. He sleeps all the way to school…reaches home at 330pm even though school is dismissed at 130pm. The poor boy hates school.
Parents, don’t cheat. Firstly, kids are kids after all. They will divulge secrets. Singapore is a small country. It’s easy to catch those who register their kids in elite schools when the family isn’t staying in the address stated on the IC. Why put your child through this kind of embarrassment and get yourself in the newspapers ??? -
Actually many kids travel long distances to school, not necessary due to their parents cheating on the addresses, but rather some registered under phase 2A and their parents’ old schools are now far from their current locations…
-
Noone can be sure how long we will stay in our current place.
In general, Singaporeans are quite mobile in relocating within this small country.
There’s nothing wrong that you found a new place to stay or for whatsoever reasons need to shift to a new place after registration.
However, the key point is : Never register to a school that is far from your place (whichever current or future). How far is far - ask yourself how many hours /minutes is the max you wish your kid travel daily?
Be mindful of Traffic Conditions if you are not familar with the area of your preffered school!
I have 2 friends and 1 relative who got their kids into Nanyang Primary. One stays in Bishan, another in Clementi and lastly Tampines… Within a few months after the school started, they had decided to transfer to schools nearby their homes.
Good luck to all!

I know of 'heng heng' family who balloted successfully into RGPS under 2C...and they live in CCK. Don't envy the distance the kids got to travel though. -

Hopefully these parents would move somewhere nearer after getting a place there..Luanee:
