I think as the discussion progresses, the original point of reference may be lost.
Just commenting on this point. One of the important things that our kids need to learn in young adulthood is how to deal with relocation, cultural adjustment, living independently, self reliance etc. This is learned best by being in such situations, away from parents. In big countries, they can experience all this by moving away within the country. Not so in Singapore.
Some parents can teach kids this intentionally, or through neglect, but many can't or won't. So if the nation can afford to send some of it's most able to learn this in this way, it's not a bad thing.
Scholars get to choose where they want to study and what they want to study. And the popular choices have been US/UK, when cost is not the issue, like for the scholars. If they choose less trodden path, to a country not many would choose, that is fine as long as it’s their personal preference. If it’s “to learn from those country”, i personally do not think spore need that real badly now from the scholars. For reasons I have given.
IMO as a lay person observing how spore has progressed, the strategy, instead, could be to bring in foreign domain experts, under some MOM “talent pass”, or attract foreign investment to set up shop in spore. Then our locals learn from them en mass here. -

Actually, there is a good reason why they mostly go to U in the US, UK, Australia and other Anglo-Saxon countries.

China? Most of our kiddos can't even hold a decent conversation in Chinese after 10 years of learning CL. Half of them probably still have nightmares about CL classes. :siam: -

Hello! My understanding from the principal *was* that the centre s standards are pegged to the CEFR, so I'm uncertain that there is a percentage involved, but I'm just sharing what I can see in the third language exam papers that the expectations are high

Not saying governing a big country is comparable to one like ours.
Let’s look at modern days, no need to look to the past. Zero covid almost drove their own people over the edge. Our leaders followed world standard and advice, but we can see, not blindly. We recover so fast and it’s not because our people just follow blindly too. -

Hard to teach, have to experience. The few local uni giving talk, now all encourage students to at least take up overseas exchange prog. Precisely so our students can appreciate how things are done differently in different countries and how well we can do better than many but also areas we can make them better. How overseas culture have great influence on why the people practise ways differently.

I have the impression that chinese students are very good in memory work and copying. Also they can be more advanced in tech but QC and QA? Or am I outdated?
I recall my prc colleague said before, even they own athletes do not consume their own produce, too much steriods. They worry they may not pass regular blood tests required for sportsmen at international arena. She doesn't eat Fuji apples and also shared that their farmers have separate plot on higher ground for own consumption.
Recently, i was told Beijing and Shanghai are much more advanced than SG. Must have some truth, but the air pollution puts me off. -

Agreed. Was at Pudong, many were electric cars and buses which minimises the air and noise pollution.

); 30% is the percentage of students that start a Third Language and progress to the O Level Exam. The O Level pass rate is quite high (96%), with an obvious self-selection bias as to which students are taking the exam.

2. Each year, about 30% of Third Language students would complete the course and sit for the GCE O Level examinations. The average pass rate is 96%. The reason given by students for dropping third languages is typically the difficulty of coping with this additional subject when their academic and CCA commitments grow as they progress further in their secondary schools.
