      Boss. Not 100% true.

Restriction occurs when someone gains an advantage due to distance.
      (Balloting is secondary)

      Example
      2c
      40 slots
      60 applicants- 40 sg + 20 pr

All sg got in without balloting
But the sg gained an advantage during this stage and thus needs to fulfill the 30 month stay requirement.
Wow... I didn't know that. Thanks for informing!

So as long as you got in a Phase where there is balloting will you be subject to that 30 month requirement, even if you got in at a distance category with no balloting required.

Just to check, as my wife and my son will be out of Singapore for two months due to some emergency ( July and August )

Can I rent a bedroom within 1km of the school before primary school registration starts and I am the only person to stay there, if got balloted, I will rent another whole unit (same distance) when they come back, and that will be required to update an address again, does it allow?

As far as I know, in the past, parents are allowed to move but it must be within the ballot distance from the school. Has the rule been changed such that parents are not allowed to move at all?

They can do random spot check, at your house. There are observant \"spies\" around inside the primary school, to spot check on address tallying. You won't know who these \"spies\" are. But, they exist. Especially for highly popular or in-great-demand primary schools, where kids are registered under Phase 2B and Phase 2C.

If u are not staying there, the Primary 1 school Form Teacher will ask your P1 (son / daughter) where he / she is staying now. Form Teachers have a way to know, to tell, whether P1 students are telling the truth, or lying, where they live. If the address your kid currently staying in doesn't tally with the home address which u have used previously to register your child into the school,
                  then,
school will call parents up to verify, why.

This doesn't really answer the question of whether the parent is allowed to move within the 2 years to another place within the same distance. Must the parent stay put at the address he/she used to register the child for the 2 years?

To this specific scenario - yes.
Allowed to move within your distance or even better than distance.

Technically, so long as you move within the successful balloting area of 1km, you can move any number of times within the 2 years, so long as you hv proof of residence in those addresses, but it must be your family. Your family be ready to be questioned & hv a reasonable answer.

If found to be untruthful, the consequences can be dire, resulting in yr being expelled & parents hv to face punishment. More imptly, the child cld be marred by the incidence.
