It seem for RMPS on average Phase 2A(2) would be 30 applying & & Phase 2B another 30. Maybe when it is at Phase 2C stage would left about 60-70 places like last year.

They may not even need to go through balloting!

Maybe history would repeat where balloting for those staying at 1-2Km. In that case, maybe certain group have shifted to target ZDPS.
