you can budget land cost $1500 psf plus construction cost $500 psf (depends how big you want to build)

S$500 psf for construction cost will be super luxurious .... average budget is $350 psf there about

so if you build up to 4000 sq ft, construction cost will be $1.4m, with swimming pool

it should be 29 Coronation Raod

Land size approx 5288 sq ft

say $1500 psf = $7.9m, so the asking price $7m is about market, given that bigger plot usually results in lower psf

taking $7m / 5288 sq ft = #1323 psf, quite reasonable
