Will this affect the rate of getting the letter for school registration under 2B?

No difference. Star ratings are an internal PA rating system for the various Grassroot committees.

Thanks for the useful information. Can I check with you if you nkow all the related areas in the GRC? For example: Jalan Besart, how do I know which are the areas which are also under West coast so that i can estimate the people who might enrol under grassroots?
Honestly, it would be very difficult to estimate the parents who are going the grassroots route, unlike being a PV and knowing exactly how many PVs are volunteering at the school that year. But here are some useful sites you can go to:
To see a map showing the different GRC/SMCs in Singapore: http://www.elections.gov.sg/elections_map_electoral.html
You could surmise that the larger the GRC, the more RC/NCs there are within and thus more competition. But note that PA also recognises volunteers from CCC, CDC and CCMC, and these are not attached to any GRC/SMC.

Lastly, there is also a risk that the boundaries for the GRC/SMCs change prior to an election. If you are very unlucky, you could find yourself in another GRC/SMC if the boundaries are redrawn, thus changing the schools that you would be eligible to apply at during P2B. The next election must be called before Feb 2012, so expect some changes soon.

Hi 13mum, if you are registering your child in 2011 for a 2012 start, I am afraid itβs too late to think about going the grassroots road, assuming you havenβt already started yet. This is because PA will not give you the coveted letter if you have not served one full year as an executive member (EM). According to other forumers, they will not budge even if you are a few weeks short. And it takes some time to get promoted to an EM.
So working backwards, if you are registering in July 2011, you would need to be an EM before July 2010, which means that you should have ideally started as an Observer sometime before, say January 2010. How quickly you get promoted to EM varies, so itβs best to start as early as possible. If you havenβt started at all, Iβm afraid you are a little late in the game and should start thinking of another way.
If you are already an EM at your RC/NC, then hereβs to your question about CCC, CCMC and CDC. MOE recognises parents who have served at least a year as an EM in an RC, NC, CCC, CCMC or CDC. To serve in an RC/NC, you will need to live in that constituency, and when it comes to P2B, you can register in any school within the GRC that your NC/RC is located within. Eg. if you live in River Valley, you are in the RV NC, which is part of Tanjong Pagar GRC, so you can register in any school there.
For CCC, CCMC and CDC, you do not have to live there to serve there, though I believe many do. According to my conversation with a PA officer, most of the CCC, CCMC and CDC EMs are old-timers from the RC/NCs, so they naturally live in the area. So in these cases, you can register in any school in the GRC that you reside in OR the GRCs in the CDC that you serve. So thatβs a bigger area with more schools. But I am not 100% clear about this so if anyone knows for sure, please confirm/correct what Iβve understood from my chat with the PA officer.
As for changes in electoral boundaries, I believe it should come out pretty soon. Read Sunday Times last week for their prediction on when the elections will be called. Changes in electoral boundaries typically take place before the election. So if you have been volunteering in say RV and targeting a school in Tanjong Pagar GRC, then the government changes the boundaries and RV becomes part of say Orchard GRC, the list of schools you are entitled to register in would change. Thatβs the risk! -
