GRPS has been balloting for the past 2 years, 2008 and 2009, for those less than 1km.

I think GRPS' location also has something to do with it. They are located quite in the centre of Bukit Panjang, so the tendency of people within 1km to register will be higher.

Balloting is required for those in 1-2km for Beacon.
