That's right. See Q26 Frequently asked Question on MOE web site.
My understanding about the DSA option form is, if a student has a WL and CO and he puts his first choice as RI on WL and the second choice as HCI with CO, in the event that he doesn't get RI, he should get HCI because that school has a confirmed place for him.
BUT, the DSA option exercise takes place outside of the S1 posting exercise. That is, the child's posting will not be dependent on his PSLE score. Therefore, even if he scores 270, he will still be posted to HCI because that was in his list of choices in the DSA exercise form. He will not be posted to RI because he wasn't high enough on the waitlist ranking.

What happen if kid gets WL for both RI and HCI? How would kid know his WL ranking, and how to decide which school to put as 1st or 2nd choice? Does it matter which school is put as 1st / 2nd choice? -

Does it matter which school is put as 1st / 2nd choice?
He should put his most desired school as 1st choice. It is unlikely schools will disclose his exact WL ranking, even if he knows, it does not help much. For example, if he is on WL number 10 for school A, but on WL number 30 for school B, it does not mean he has a higher chance of getting into school A because it really depends on how many vacancies are released after confirmed placing. Whichever school he places as 1st choice, he will get in once everyone ahead of him has been placed and there are still vacancies in that school. In this case, he will not be considered for his 2nd choice school at all. The way this works should be the same as the Central Posting of Sec schools based on PSLE scores. In short, the best option is for him to place his most desired school as 1st choice. Hope it helps. -

full marks for your PSLE compo
Actually I find Singapore Education System very complex
- from P1 prep, registration and balloting, to P3 school streaming, then GEP, and the P6 DSA, PSLE S1 posting.
It's a subject for parents to study. Need planning and strategising and lots of praying
to maximise score!

for all your replies and answers. Really helpful.
One more thing jtoh, the way you put it, if there are 10 people ahead of DS in WL for RI, and only 9 slots become available, there will be ZERO chance for him to go to RI ? As you put it, DSA is outside S1 posting exercise, so even if he scores 270, he will not get a chance under S1 posting to RI, but instead definitely be posted to his 2nd choice, if a CO existed there ?
Then, it could be a whammy to him, if he does extremely well above his own expectation and there still is no slot available on WL priority for him. It would be irrelevant then even if he scores 270 and not being considered under S1 posting to RI as an option.
Would the PSLE Tscore be known before the 25 to 29 Oct exercise ? or after ? thanks ahead -
PSLE result this year in MY estimate is 25 Nov

This is because MOE likes to differentiate students. They like create new grouping scheme. So you see higher mother tongue, Chinese A Chinese B, there could be A1 and A2 in future
