Yes if within 1km needs balloting, 1-2km and outside 2km will be automatically eliminated first.

hmm thats risky in this case for me. so for phase 2C, does it mean more than 2 km no chance to even smell balloting?
Why is enrolment for P1 so painful in singapore...hahah
This year then I realised the pain of P1 enrolment when I saw it in action that even under 1km could not enter a particular school. -

Heard from a friend who lives in Sengkang that anyone who lives more than 2km from Nan Chiau does not stand a chance to even ballot for a place. Only those who live within 1km from sch can ballot, and even then chances are slim.
Would you consider Mee Toh? Heard it's a popular sch in Punggol. Also need to ballot but you might be within 1km of the sch.
