I think it should be ok to travel by JR. We did it last year Dec. Didn't do too many areas though. Only from Sapporo to Otaru to Niseko. Was easy enough.

May not have snow yet in the first 2 weeks. Safer if you go in the 2nd half of Dec if you intend to ski.

You can check from the JR website. Think you can type in the start point and end point to see the cost. Can't quite remember as it was a year ago we checked.

Yes…has confirmed the trip to Hokkaido fr 16/12 to 23/12 but worry that the weather will be too cold to bear especially for kids …
