Use this online GIF editor.
For GIF files i.e. moving pics, you cannot just reduce its size. Else you will lose it's \"mobility\" or \"grooviness\" as we IT dumdums call it
Use the link, upload your file and reduce to 120 by 120 (per KSP requirement).
After you upload your file, you need to refresh your screen.
