Um, cut off point should be 235 or so, but most likely you need to have got DSA. Not sure though, just try.

Since he has A* in Sci and maths so he is eligible
The last two years COPs near 256-258 . This year considering the lower T scores the COP will likely be lower.

The top scorer of 282 is very very very good. To have 3 points more than the 2nd top scorer is a lot in terms of raw score for easy papers. This guy must have gotten 100 marks for at least 2 papers and near perfect score for the rest.
